Complex software development is software development where the requirements of the system are complex and require a very high degree of technical knowledge from the developers.

Complex software will usually be written in C++ or other high complexity languages. It also usually requires a very high level of domain knowledge, that is, a very good understanding of the purpose of the software, not just what, but why. Often complex software development will require developers with science degrees.
